I have the honour to forward a letter and accompanying papers for your favourable consideration.
I have been in ill health necessitating my retirement from the Government service at the end of 1909.
That the plague epidemic in Hong Kong was a quarter of the intensity it was, is due to the co-operation of the Government and the expert advice I was able to offer.
The newspapers have had a contaminating effect on the present situation, but I hope that my letter will have a favourable effect.

The P.-C. mo. reports that Dr T has done good work, especially on his vaccines, and in his study and description of the mosquito prevalent in the Tohon: reports dealing with the inoculations of malarial fever.
